A quarterback cannot intentionally throw the ball to the ground to avoid a sack unless: The ball lands clearly over the line of scrimmage, or, in the event the ball does not cross the line of scrimmage, a legal receiver is in the area.
Each team has a team captain. The two captains will confer with each other and the Commissioner on controversial situations. If the two captains cannot agree on a course of action, the Commissioner will rule on the play.
